Climate Neutrality Pilot Use Case

Challenge

During the war, it is very important for the city to remain as energy independent and resilient to power blackouts as possible. In the context of the current realities in Lviv, the development of positive energy districts (PED) is one of the best steps for the city to move towards becoming climate-neutral and to gain additional opportunities to conserve energy resources. Another important aspect is the study and analysis of strategies and policies in the context of the European Green Deal, for further integration of the city with the practices of the European Union.

Goal

Development of Positive energy districts. Qualitative analysis of the possibility of city integration in the context of European Green Deal policies and strategies.

General Description of the Pilot Use Case

CIL will implement two activities for the city of Lviv namely development of the Positive Energy District (PED) and Strategies and policies integration in context of the European Green Deal. CIL will develop positive energy district technologies through integrating energy efficient solutions, Renewable Energy Sources (RES) and smart energy management in a pilot neighborhood. In addition, we will analyse Strategies and policies integration in context of the European Green Deal.At the stage of Ukraine's joining the European Union, this task will help the city quickly join the integration process in the context of EGD.

Measures and Initiatives Included

  • Development of the project for modernization of heat networks and heat exchange stations at building and neighbourhood levels.

  • Development of the project for integrating heat pumps in the neighbourhood.

  • Development of the project for PV installations in the neighbourhood is based on solar energy potential.

  • Integration of strategies and policies in the context of the European Green Deal

Technologies and Innovations Involved in the Pilot Use Case

The main technology that will be used is PED technology. Positive Energy Districts are energy-efficient and energy-flexible urban areas or groups of connected buildings which produce net zero greenhouse gas emissions and actively manage an annual local or regional surplus production of renewable energy. They require integration of different systems and infrastructures and interaction between buildings, the users and the regional energy, mobility and ICT systems, while securing the energy supply and a good life for all in line with social, economic and environmental sustainability. PEDs are not exclusive (energy) islands within a city. They are strongly embedded in their urban and regional context, as much from the energy perspective as from a more holistic point of view.

Analysing the PED technology, we can conclude that their implementation will help the city move faster towards a climate-neutral status. The role of a city (energy) vision is to define and settle the long-term energy planning that will be implemented in the city to achieve its 2050 climate goals.

 

Such planning will come in the form of a set of actions identified after a thorough analysis of the city’s situation, its renewable energy potentials, strategies, plans (short term and mid-term plans, SECAPs, SUMPs, Digital Agendas, etc.) and after technical and financial viability assessments have been done, to ultimately foster the required energy transition by 2050.
